In the event that you can't find websites that allow use by kids under 13, the standard workaround that places like Dreamwidth unofficially endorse is that the account should be owned by the parent/guardian, and then it's the parent's call whether and how to allow the kid to use the account, and what level of supervision is necessary.

I'm a big fan of Wonderdraft (https://www.wonderdraft.net; $30). Windows & Mac; I'm finding it very stable unless you mess with JSON resources and get things wrong); it comes with a large stack of inbuilt resources and you can get around a 100 free resource packs on https://cartographyassets.com.

I dislike the idea of having to trust my files to a website which might not be supported. At least with the app chances are it'll continue to work on the same machine.
