Youngest has expressed an interest in making fantasy maps on the computer; he pointed out the site Inkarnate as an example.

Does anyone have suggestions of such a website that has a free option and that allows use by kids under 13? Or can anyone recommend a standalone Windows program that does this and isn't extremely expensive?
